|Haran C. Rashes is Director of External Relations (Infrastructure) for ExteNet Systems, Inc. He is responsible for pole attachment, rights-of-way access, easement, and other entitlement agreements essential to the deployment of ExteNet Systems’ distributed networks to enable advanced mobile connectivity for wireless service providers, cities, communities and venues. Haran also assists with advocacy, lobbying, and policy development issues to advance and protect ExteNet Systems’ interests in the regulatory and legislative arenas.|
Haran has over twenty years of telecommunications experience. He previously served as General Counsel and Director of Legal and Regulatory Affairs for Clear Rate Communications, Inc. in Birmingham, Michigan and prior to that as an attorney with Clark Hill PLC’s Lansing, Michigan office. At Clark Hill his practice focused on administrative and regulatory telecommunications and public utility matters before state and federal agencies and courts.
Haran is the author of “The Impact of Telecommunications Competition and the Telecommunications Act of 1996 on Internet Service Providers,” published in the Spring 1997 edition of the Temple Environmental Law and Technology Journal, “The Kiryas Joel Village School District and the Separation of Shul, School and State,” published in the Spring 1998 edition of University of Toledo Law Review, and, “Rulings on Rulemaking Through Orders and Contested Case Proceedings”, published in the November 2006 edition of the Michigan Bar Journal. While at Clark Hill, Haran was editor and publisher of Michigan Telecommunications Report, a bi- weekly publication summarizing legislative, legal, and business developments in the technology and telecommunications fields in Michigan.
Haran received his B.G.S. Degree from the University of Michigan in 1988, his M.B.A. from Eastern Michigan University in 1993 and his J.D. from the University of Toledo College of Law in 1997. He is admitted to practice law in the States of Illinois, New York, and Michigan and before the United States Sixth Circuit Court of Appeals for the 6th Circuit and the United States District Courts for the Northern and Central Districts of Illinois and the Eastern and Western Districts of Michigan.
Haran is on the Board of Directors and Chair of International Dues Collection for the United Synagogue of Conservative Judaism. Haran is a past-Chair of United Synagogue’s Central District, past-President of Beth Israel Congregation in Ann Arbor, Michigan, and a past-President of the Jewish Community Center of Greater Ann Arbor. He is a USA Swimming/Illinois Swimming Deck Referee.
